Recently Ontario enabled the use of Virtual Power Purchase Agreements (VPPAs) for potential Global Adjustment (GA) relief for Class A Industrial Conservation Initiative (ICI) customers, based on the Amendment 429/04 under the Provincial Electricity Act.

This regulatory change, part of Ontario’s “Energy for Generations” plan, allows large electricity consumers to contract virtually with non-emitting electricity projects. The mechanism could provide a pathway for those Class A customers to reduce their GA costs by demonstrating a credible commitment to clean energy capacity, even without physically consuming that energy onsite.
